Article Six
All revenue will form into a single fund.
Part One – Taxation and Debt
90. All revenues or moneys raised or received by the Executive Council of the Kingdom shall form one Consolidated Revenue Fund, to be appropriated for the purposes of the Kingdom in the manner and subject to the charges and liabilities imposed by this Constitution.
91. No money shall be drawn from the Treasury except under appropriation made by law.
Part Two – Alteration of the Constitution
92. This Constitution shall not be altered except in the following manner:--
The proposed law for the alteration thereof must be passed by an absolute majority of the Witan, and not less than two nor more than six months after its passage through the Witan the proposed law shall be submitted in each County to the electors qualified to vote for the election of members of the House of Assembly.
If in a majority of the Counties a majority of the electors voting approve the proposed law, and if a majority of all the electors voting also approve the proposed law, it shall be presented to the King for his assent.
Part Three – The Seat of Government
93. The seat of Government of the Kingdom shall be determined by the Parliament, and shall be within the bounds of the City of Armidale.
Part Four – Expended Provisions
94. Any provision of this constitution that: -
94.1 Is an original provision which has been deemed to be spent; or
94.2 Deals with specific matter pending the enactment of legislation; or
94.3 Any other transitional provision;
Shall be repealed after five years has elapsed since the provision was spent and there has been a vote passed by an absolute majority of the House of Assembly.
